JOB SUMMARY:

Under general direction, to provide psychotherapeutic services in County psychiatric hospitals, clinics or mental health facilities; to serve as clinical consultant for nursing staff; and to perform related work.

Psychiatric Clinical Nurse Specialists (CNS) are registered nurses, with advanced degrees in nursing who provide psychiatric and mental health care in County hospitals, clinics and facilities to mental health patients, and are allocated only to the Health and Human Services Agency (HHSA). Psychiatric CNS’s provide clinical supervision, coordination and technical guidance to other nursing staff and, may participate on and/or coordinate interdisciplinary treatment teams composed of medical and mental health professionals. Psychiatric CNS differs from the next lower class, Psychiatric Nurse II, in that the latter is the journey level class providing direct nursing care to patients. Psychiatric CNS differs from the next higher class, Assistant Chief Nurse, in that the latter is a management class that does not provide direct patient/client services. Psychiatric Clinical Nurse Specialists are distinguished from other licensed mental health professionals by their graduate education in nursing with specialization in psychotherapeutic modalities.

EXAMPLES OF DUTIES - FUNCTIONS

Essential Functions:

1. Demonstrates and teaches principles of nursing process including: bio-psychosocial assessment, planning, implementation and evaluation of patient care.

2. Provides psychotherapeutic services to clients such as individual, group and family counseling and consultation.

3. Leads psycho-educational groups.

4. Investigates patient complaints.

5. Acts as patient advocate.

6. Determines treatment effectiveness.

7. Works individually with nursing staff to identify options and plans for difficult patients or to provide technical training.

8. May coordinate interdisciplinary teams and participate in interdisciplinary team planning.

9. Makes recommendations and assists with the development of action plans to improve nursing care.

10. Provides direction and consultation in the implementation of quality patient care.

11. Monitors hospital/clinic environment and initiates beneficial modifications.

12. Demonstrates knowledge and proper application of laws regulating voluntary and involuntary commitment.

13. Functions as triage nurse, case manager and primary nurse.

14. Participates in discharge planning for patients and their families.

15. May recommend, plan and provide in-service training.

16. Provides courteous, high quality service to patients and members of the public by personally responding to requests for service or making appropriate referral.

REQUIREMENTS

Examples of qualifying education/experience are:

1. A master's degree, or higher from an accredited college or university or certified equivalency for foreign studies in nursing with a specialization in adult or child/adolescent psychiatric and mental health nursing; AND, experience in two (2) psychotherapeutic treatment modalities; OR,

2. A master's degree, or higher from an accredited college or university or certified equivalency for foreign studies in nursing outside the psychiatric mental health nursing field, with a minimum of twenty four (24) graduate or post graduate credits in psychiatric and mental health theory; AND, supervised clinical training in two (2) psychotherapeutic treatment modalities; OR,

3. Listed with the California Board of Registered Nurses as a Psychiatric Mental Health Nurse; OR,

4. Certification with the American Nurses Association as a clinical specialist in psychiatric and mental health nursing.

ADDITIONAL INFO/EVALUATION

License: A valid Registered Nurse license issued by the State of California, is required at the time of appointment and must be maintained during employment.

A valid CPR card is required at the time of appointment, and must be maintained during employment.

Valid California class C driver’s license must be maintained throughout employment in this class, is required at time of appointment, or the ability to arrange necessary and timely transportation for field travel. Employees in this class may be required to use their own vehicle.

Certification/Registration: All applicants using a Clinical Nurse Specialist license to qualify for this position are required to have a National Provider Identification Number (NPI) at the time of employment, or proof of application must be provided within sixty (60) days of beginning employment. Incumbents are required to maintain the NPI throughout employment in this class.

Working Conditions: May be subjected to verbal and physical abuse from patients and exposed to contagious disease.

Background Investigation: Must have a reputation for honesty and trustworthiness. Misdemeanor and/or felony convictions may be disqualifying depending on type, number, severity, and recency. Prior to appointment, candidates will be subject to a background investigation.
